Stumpf was already a non-tender candidate due to his role as a lefty specialist, as the league will implement a three-batter minimum for pitchers in 2020, and he now finds himself off the team's 40-man roster. The 28-year-old cleared waivers and opted to become a free agent, Jason Beck of MLB.com reports. In 48 appearances this season, the southpaw recorded a 4.34 ERA with 28 strikeouts over 29 innings pitched.

The Tigers' bullpen is unsettled, and as they say, chaos is a ladder. Unfortunately, Stumpf does not have the skills necessary to climb that ladder. The 26-year-old lefty gained a tick of velocity in his first season in Detroit, but he still struggled to generate swings and misses. Stumpf posted a 7.4 percent swinging-strike rate and his O-Swing rate was under 30 percent -- he may have a hard time repeating his modest 7.8 K/9 from a year ago. He had a below-average walk rate (3.6 BB/9) and Stumpf struggled against right-handers (.360 wOBA), especially with the long ball (1.71 HR/9). The estimators all point to Stumpf being closer to a mid-4.00s ERA pitcher. As a holds play, Stumpf makes some sense, but there does not seem to be much room for growth in terms of role given his splits.
Stumpf was the second player selected by the Phillies in the Rule 5 draft this winter. He spent the 2015 season with the Royals' Double-A affiliate in Northwest Arkansas. In 42 appearances out of the bullpen he managed a 3.57 ERA and 1.22 WHIP. Stumpf will get a chance to compete for a bullpen job with the Phillies this spring.
